2023 Recreation Center Feasibility Study

How does the City of Rexburg go about getting a Recreation Center?
The leaders of the City have time and time again, the call for a recreation center to be built in Rexburg.
In response, the City hired a consulting firm, PROS Consulting, to conduct a Recreation Center Feasibility Study to determine the necessary steps for such an endeavor and the likelihood of something like that coming to pass amongst the citizens. The study began in March of 2022 and after a multi-phase process over the course of 18 months, the Rec Center Feasibility Study concluded in November of 2023. PROS Consulting has delivered a final comprehensive document with all the information from the study. The Madison County Recreation Center Feasibility Study document is available at the bottom of the page. You can find the previous presentations at the bottom of the page as well.
First, Establish a Recreation District
The study established that in order to get a recreation center in Rexburg, first the voters of both Rexburg and Madison County would need to approve the appointment of a county-wide Recreation District.
What is a Rec District? The State of Idaho defines a recreation district as a stand-alone governmental entity that can be established to provide recreation facilities for public use that enhance the value and quality of life of the residents within the district.
Then Voting for a Recreation Center
After a Recreation District is in place, another vote will need to take place for residents to approve the design and construction of a recreation center. The Rec District would be responsible for the process from start to finish once that is in place. A vote would need to pass with a two-thirds majority to go through.
What's Next?
Now that the City's study is completed, it's up to you, the citizens. This means that it's up to you to push the Rec District forward and get it on the ballot, should it be desired. If you have questions regarding the feasibility study that has been completed, please see the FAQs linked above, or visit the project on Engage Rexburg.
